Is it a glitch with Chrome though? Looking at at the Date column they seem to be separate messages.
Have you checked with kra17 to make sure he didn't send them multiple times?
If he didn't then I'd guess it's some problem with WP mailing alerts (although if that's the case I'd expect others to comment too) or a brief problem with whoever provides your mail service.

I don't know, but it comes up whenever I go into my inbox. As far as I know, everything's in English. :?

Chrome's language detection uses the content in the page to determine what language it's in. Sometimes, when there's very little content on the page - it guesses wrong. It's also capable of determining which part of the page is the "real" content (ie. disregarding the header and sidebar) - so what it's looking at is "Re:Hi" and "kra" and other things and determining that those words are more closely associated with Serbian than English.

It's not exactly a glitch, the <html> tag should have its lang attribute set so the browser doesn't have to guess.
