CloudFlare uses several variables in deciding whether to show a CAPTCHA, but 2 of those are the content of your post and your IP address (or IP block). That would explain why some people seemingly never get it and others get it all the time. (The site owner would have very likely added an exception for his own IP address, so he would never see the CAPTCHA at all.)
As for the Cancel button, CloudFlare doesn't actually know the meaning of any button you click. All it sees is that you "submitted" some text and thinks "hey, this might be spam". It has no idea that the server would just discard that text if it was allowed to go through. To work around that you could clear the textbox yourself or just use navigation links instead of the Cancel button.
I realise that this doesn't help much, just thought I'd explain a little how it work (based on my understanding).
... and, yep, got prompted with a CAPTCHA to post this, which I haven't seen in ages. So either CloudFlare changed something or the site owner did.
Hm, at least that makes it easier to understand WHY the godforsaken thing is being an ass.
Though, while it's pretty bad, it wouldnt be AS bad if it wasnt also a fountain of glitches. Seriously, EVERY site I've ever seen this on tends to get pretty darn funky whenever the horrid thing fires up. Deleting posts that you just wrote is only the latest in a long line of bloody stupid that I've seen from this blasted thing.
