Does anyone know why this forum does not have a way one can manually turn on or off Daylight Saving/Summer Time settings? I have time zone set to GMT and want actual GMT, not BST or UTC+01. It's currently 03:56 UTC and the forum time says 04:56 even with time zone set to GMT.

There is a long discussion about this every year when the World moves their clocks but America doesn't (until weeks later) which messes up all the time zone stamps. Everyone not in America has to set their time zone incorrectly until the Americans catch up or it shows all posts as being made one hour in the future. WP simply lacks the coding to handle Daylight Saving settings correctly.

OK. Well other forums allow one to manually turn it on & off, as well as set the weekday one prefers the week to start on? Most countries have & have not rules for DST/Summer Time. I knew of several countries that don't observe it at all (Japan, China) and others that observe it at opposite times of year due to their hemisphere (Australia, New Zealand).
