How do I contact a moderator?

I am attempting to respond to a post here that I stumbled upon while searching the web, but I am being disallowed. I'd like to send a copy of the post to a moderator and get permission, which I'm sure will be granted once he or she sees what I have in mind.

But I can't seem to figure out how to find a moderator to contact.

I don't think it's locked. That's not the reason I'm given for not being able to post, anyway. And yes, the only reason I joined is to answer a post. Why not? What's wrong with this? Can you really think of anything that could be wrong with this? This is how many people stumble across forums that eventually become of personal interest and value.
