Actually no, it doesn't - all that does is create unattributed quotes which then require the reader to scan backwards to find who is being quoted.

There are more urgent things requiring attention here than minor annoyances with quoting behaviour and for that to be adequately addressed, an entire WP netiquette ruleset should be developed to accompany it.
But it's simply not important enough and there are enough complexities involved with moderating
what is posted here - without complicating that further by adding rules on
how to post it.
The quoting tool is actually very simple and easy to use as a few practice sessions would show, or examining posts which include various styles of quoting - but some people simply aren't that interested in the technicalities of it, and that's fine.
The point is that they get to say what they wanted to say; wrapping it in an outstanding example of page layout remains optional.
Yes, some improperly quoted posts can be irritating - but I've yet to suffer any long-term effects requiring treatment so I suppose I'll live.
