Right now nine out of ten tries I'm getting 504 Gateway Time-out.
There's a clue in there which indicates that the extreme errors you're experiencing aren't being caused directly by the WP system: "gateway" - it indicates there is a problem with some machine located
between yours and the WP system.
A server (not necessarily a web server) is acting as a gateway or proxy to fulfil the request by your browser to access WP, but this server did not receive a timely response from an upstream server it accessed to deal with your HTTP request. Note that "an upstream server" doesn't necessarily mean "the WP server" - there are further systems your request travels through before hitting WP and any one of those might experience problems, resulting in the gateway timeout error.
I've seen that error when accessing WP only a handful of times over the past
year so if it was being caused directly by WP, we should all be seeing that error nine times out of ten. It's also something I've seen occasionally with other sites and in all but a very few cases, a retry resolves the issue.

The pages are taking one to two minutes to load, and even then are not loading completely. The damn emoticons won't even load.
Sometimes pages take a few seconds to load here and that varies by time of day (ie. number of active users) but in general, there is no other issue with pages loading and I have
never seen a case where the emoticon window fails to fully populate with icons.
Ignoring for a moment the annoying intermittent errors caused by poor database design and weight of users (the various "couldn't load/can't access" errors etc), I'd say that while WP is not one of the fastest sites I've seen, it
is functional - and considerably more than just "mostly functional".
There's nothing special about my access to WP: it's through an ordinary domestic ADSL connection at about 10 Mbit/sec downstream, but it seems clear to me that my complete lack of the
extreme problems you're experiencing can only show that they are not being caused directly by the WP system.
You doubtless remember the number of people posting to complain about the aggressive CAPTCHA system, and the number of people posting showed this to be a universal problem which
was directly caused by the WP system.
I don't know what's going on with your connection but going by the lack of similar complaints about gateway timeouts and incredibly slow page loads, it surely can't be a universal problem caused directly by WP - there's
no way of missing nine out of ten accesses generating gateway errors or incomplete page loads taking one to two minutes.
