As with other web sites - if an external site is being used as part of some page and it doesn't respond immediately, the display of the whole page can be delayed until it does respond.
I have no use for stuff like that, here and elsewhere, so I block it and avoid any delays that may be caused by it - but I don't think IE supports such things. Maybe it's time to upgrade to a more capable browser?
Alternatively; it's probably some temporary problem and will soon pass.
