I see this error at random times when I click on the link in the notification e-mails for threads that I'm subscribed to, threads that I've previously read and sometimes even posted in with no previous problems. I can sometimes go back and click on the link a while later, and the thread will appear normally.

Also, are there any plans to enable users to upload images that are saved on their computers?

That's happened to me a couple of times since we got the new WrongPlanet.
