What Happened to Friend/Foe Option?

Was the option to add friends and foes removed?

It hasn't worked since we moved to the new forum software. It blocks previews of posts, but not the posts themselves.

I can't navigate there from my account page, so I thought it was gone. To get to the options, I have to click on 0 new messages which is not visible on every page.

I wanted to add a friend. I've never done it before so I don't know how/if that feature works.
