PMs going straight to my outbox?

Lately every time I try to send a PM it goes straight to my outbox, and when I check the sent messages it isn't in there, so I'm not sure if they're sending to the user or not. Not receiving a reply back might mean the answer is no. This makes me look rude, like I'm ignoring people who send me PMs first.

Last time I wrote a PM I thought I'd start from scratch to see if that works, so I started a new post then put the username into the To box, then I clicked on submit, and a note said "this message has successfully sent to [username]", but then when I checked it still had gone to my outbox and not sent messages, so I'm unsure if this message has been sent to the user or not.

In my experience a PM always goes straight into the Outbox after the 'Submit' instruction is clicked, and it will be showing up as (1 new message) at the top of the other person's screen, so it has in fact been 'sent'. At this stage you are still able to edit or delete the message.

When the other person opens and reads the message, it moves into the 'Sent Messages' box, and can no longer be modified.
