Place the "I'm New" forum at the top of the forum directory, in bold, with clearly worded intention that new posters should post there first.
Also, about the blog feature. I think it would be a good idea for the "control panel" of "My Account" to have a way to tell the poster (myself) if there is any comments on the blog. That way I could see if there's a comment without actually having to go all the way.
