If I read your question as asking why WP doesn't host images for members, other than their avatar, then the answers to both questions are probably yes.

Plus, the shear space occupied on the WP server. Bear in mind that a picture is not worth a thousand words... a typical image takes megabytes, versus this post's 375 bytes, 68 words, so a picture is worth a million words.
