The Freedom Pass in London

Hello there
I'm curious to know if people with an asperger diagnosis (ideally without other accompanying labels as well) have managed to be successful in aquiring a freedom pass from their London borough council?
From what i've gathered there appears to be a post code lottery depending upon what council area you fall under and how strictly they interpret the criteria of the freedom pass.
The other criteria deal with sensory loss (blindess) to limb loss or mobility issues the main criteria which may be applicable (but is clearly worded in a way to imply a learning disability) is the following

People who have a learning disability that is defined as 'a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning'
I notice that they define the learning disability without using an IQ basis which is what a clinical diagnosis would require. Given their definition does not exist solely on IQ I'm wondering why no one has made a successful case that aspergers comes under this category as you could manipulate the language they have used to argue the case. I'm wanting to hear from anyone who has challenged their authority regarding this as it is of interest to me in my current role.
