What is the best way to go about this? Job boards really aren't effective and I don't know anyone in the city I would like to live in (Portland). I am a contractor and don't technically work for my company, so I can't make a lateral move in the company or apply for internal positions. You have to be a permanent employee who has been in a position for at least a year.
