Most likely yes, it does not sound like a requirement. I do not know how things work where you live, but they generally ask so they can check if you already is vouched for by someone - or have been, this can simplify/accelerate the hiring process in some cases. If you had one, they can also go back and check if you did something wrong that would be a reason for you not to get it.
Having one or not having one is generally not a problem, you can always get a new clearance. They check your criminal record, your social media contacts, your income, your bank account, your status with collection agencies etc to find out what kind of person you are and what kind of life you are living. The clearance have a best before date and will be repeated as long as you work for the same employer.
If you're a legit individual, you have nothing to worry about. Unlike most other posters in this thread, i've had a security clearance...
