One of my sons has issues with visual tracking. He used to skip a lot of words and insert words from a different area of the page into the sentences he was reading. His OT gave him a colored filter to put on the page and it really worked. The company is called Irlen, but the OT had to test to see what color worked best. However, other stores (therapy related) sell them too. This company therapyshoppe.com also sells see through colored rulers and see through overlays that isolate sentences or words. Look in the visual perception section. My son went up 2 reading levels just from the overlays. Temple Grandin has even said that she buys cheap, colored lens glasses at Target to help with her visual perception issues.

Not sure if that will help, I was just looking at the suggestions of paper and thought of it.
