For children 0-3 you can go to your local Child Developmental Services Agency, or whatever name the infant toddler program is called in your area. If older then 3, go to your local 'Head Start' office and ask for an evaluation. Every child in the US qualifies for an evaluation, and often times if they qualify they can get free pre-school (courtesy of IDEA, part C).
