It could be Sensory Integration Dysfunction, which is often a symptom of autism (I have both), but can also stand on its own.
It can manifest as either an extreme sensitivity to any of the five senses-including touch- or a need for intense stimulation in any of the five senses.
I was in physiotherapy for awhile, and it helped a bit. There are treatment programs- including physio- that can alleviate the symptoms.

If your daughter is reluctant to do hugs and kisses, perhaps you can arrange an alternative greeting, a compromise of sorts. For instance, you can shake hands, rub noses, kiss the air while standing close but not touching, or do kisses when you touch cheeks while kissing the air. I'm sure you will able to agree on a greeting that your daughter is comfortable with. At the same time, persuade your daughter to give you a hug or a cheek kiss at least once every certain period of time (from a day to a week, whatever you agree on).

Who knows, maybe the alternative greeting you agree on will become a special thing that makes your family unique.
