My son has just recently been diagnosed (Aspergers) and tested with almost non existant fine motor skills, at 14 cannot tie his shoe laces. I have tried over the years with not much success at all, he gets frustrated and ties the laces in knots. If he tangles his wires on his laptop or game system, he asks his sister or me to help untangle them. I have watched a he pulls the laces and wires tight as opposed to relaxing them to tie or un-tangle... I don't know if they will assign an O/T at his age; I'm waiting to see. In the meantime we used velcro when he was younger and now I tie and double knot his laces but leave them loose enough so he can slip his feet in to regular shoes.
