Help with IEP goals

Having trouble with Chloe's cognitive use of language and her IEP goals for this upcoming year.

Last year we had answering WH questions (who, what, when & where) as one of her goals. We were not achieving that goal so we reduced it to Who. Still limited success but not much. I am sure most of you can guess the rest of the story frustration then basically sidelining the goal. The real issue is she is pretty good at most other thing's educationally speaking. She can read, write, do math ect. So goals in those area's are almost to easy. We have also been unsuccessful with "unsolicited responses" like hello's goodbye's ect... when not prompted.

She is 11 and in 5th grade. any suggestions or strategies? And yes she can/does give correct responses with the Ipad or pictures. But that just seems like large multiple choice answers to me. She does use language when it is solicited. She has even taught herself Spanish (thanks dora) She just wont answer WH questions at all.

Can she reply to WH questions in writing?

Does she get speech therapy at school? (You can have a speech-related goal without getting speech, is why I ask.) If so, have you asked the speech teacher how the wh questions are being worked on specifically?

I am unsure of the wisdom of reducing the goal to "who." I would not assume that is the easiest of the WH questions. I can't recall the order for us for sure, but I think "what" and "when" preceded "who." "Why" is the hardest, as is solicited"how" and we are still working on those. I don't think more progress would be made by focusing only on "who," but maybe others will have insight into that which I do not.

ASD: Yes she does. We try as best we can to support IEP goals in her speech, and music therapy's. And we also include her respite caregivers. Trying to include certain goals like this systemically. When we saw that we were failing at the goal we just started grasping at straws. Desperation more than a designed approach. Its would just be such a big deal if she could answer these type of questions. I am sure you all already know that.
