It's got to be the live-action Street Fighter, if only for Raul Julia's manic, gleefully over-the-top turn as M.Bison.

He had all the best lines, and the quality of the film was raised about twenty levels whenever he was on screen. Plus he had the costume, as opposed to Neal McDonough's "evil businessman" Bison from the second Street Fighter movie...
