The game's plot is Ness going through a mental breakdown. The overall tone of the game would be the darkest the series has seen, and I think the art style of the games were done because of the happiness of the games. Even when they were dark, they still maintained a sense of humor. However, in this game, it's extremely dirty and gritty. The detailed plot is that a grown up Ness finds out Paula and Poo are dead. After this, he just becomes sad and angry, and does a number of things to some of the original's locations and some of the people.

The blurb would read...

"Upon finding his friends dead, Ness goes on a rampage. Raiding the nearest ammunition depot, what ensues is a splatterfest killing spree to match no other.
Stopping only to shoot up on heroin or throw bombs at all of the classic landmarks from Earthbound 1 and 2, nothing can stop Ness in his drug addled and emotion crazed rage against humanity. An additional multiplayer deathmatch mode completes this new-look outing for Ness."

;-) Either it would flop badly, or else it would become the most popular game ever.

I always assumed that in Mother 3, Porky did get his revenge on Ness and his friends, that's why he might not around anymore, but it still would be cool to play as Ness again with all the things you mentioned, during the time between Earthbound and Mother 3. Maybe it's an action game with the Earthbound RPG elements. You use upgradeable PK powers you assign to buttons or touch screens as you slowly lead grown up Ness into oblivion. I would welcome that.
