Playing DoW2, they do have non-military castes/sects/organizations, but their military is allowed to enlist/conscript non-soldiers into battle. However, the more corporate groups who control weapon production and whatnot can bargain with the Marines/Guard (ie, clear out enemies in <area name> and access to weapon storage will be granted). That's my take on it . . . chances are, if you're a civilian and some threat has arrived, you're pretty much screwed (meaning the only real job of the non-military groups is to make weapons, establish cities, and breed). As for technology, its a futuristic dark age run by people with a "Spanish Inquisition" mindset.

The civilians are merely serfs on their lords land. They are unimportant and if the Imperium demands it. You are just cannon fodder. That and what is one world purged compared to the threat of other worlds.
