Need help with Bitores Mendez (RE4)

For those of you that have "Resident Evil 4" for Wii, I need help with defeating this guy. I don't have a broken butterfly. What I have is tmp gun, shotgun, punisher, one shot rocket launcher, the red 9, and a couple of incendiary/flash grenades.

You can't even get the broken butterfly before you get to him, can you? It's been a while, so I don't really remember...but I do remember I was having some trouble with him as well. Took me a few tries before I finally got past him, and I had less equipment than you (on easy mode or whatever, though).

The Broken Butterfly is available soon after you kill Mendez, but not before. I use the TMP for the first part of the battle, then the shotgun when he starts using hit-and-run tactics. I usually die a few times and expend most of my ammunition, but there are herbs and ammo boxes on the upper floor if you can dodge his attacks for long enough to find and grab them.
