What game mode do you play?

If you play certain team games or ground war there's tons of UAVs and Point Streaks so you're almost forced to use Assassin and Blind Eye. If you play Free-For-All or on the Barebones playlist Assassin and Blind Eye are much less useful, instead I'd use Sleight of Hand (might not even need it if you use extended mags), and Quickdraw or Hardline. I prefer Quickdraw because I like rushing around getting kills with my gun but you might prefer Hardline if you like using your Point Streaks. For the third tier perk I'd use Steady Aim or Stalker, depending if you hipfire or aim down sights a lot. If you play team games you might want Sitrep if you get killed by enemy equipment a lot. I haven't had this problem though.

For the ACR I would use the two attachments proficiency and use the silencer because it's so useful staying off the map on Modern Warfare 3's small, close quarters maps and mags because having 15 extra bullets is always useful and it gives you a lot more starting ammo.

I have no clue how good you are at the game but if you're new to the game or a casual player you might want to use the Support Package since the Point Streaks won't reset it'll be a lot less frustrating. I'd definitely use the UAV and Stealth Bomber than either the Counter UAV or EMP. If you're confident you can string together Killstreaks I'd use the Assault Package with the Predator Missile because it's easy to get at least one kill with which will stack towards the next Killstreak. Attack Helicopter because it can get you a few kills, I always shoot these things down but no one else seems too and then the Reaper which is almost the same as the AC130. Of course there's the Specialist Package but I never use it so I can't really comment on it.

I mostly play Domination but also play Team Deathmatch, Kill Confirmed and Ground War sometimes. Here's my main classes:
MP7 with silencer and extended mags, P90 with silencer and extended mags or AK47 with the silencer and kick (I don't think I have extended mags unlock for the AK47 but I may need the kick proficiency for it anyway, the AK47 has really strange visual recoil).
Stinger, because there's so much stuff to shoot down, it counts as a point towards the Point Streaks and helps the team. If you play Free-For-All just use FMG9's, they're the best secondary weapon.
Semtex, I prefer Frags but Modern Warfare 3 is so fast paced and they throw too slow. A lot of the other lethal equipment just promotes camping and free kills which I personally don't like.
Concussion grenades
Blind Eye
Assassin
Steady Aim
Assault Package with Predator Missile, Precision Airstrike and Attack Helicopter (the Precision Airstrike isn't very good but I don't use the Reaper because I don't like Killstreaks that take me out of the game).

And screw Death Streaks, they shouldn't even be in the game. But if you play Domination Final Stand could help you capture a flag. I've only put in around 30 hours into Modern Warfare 3 but I consider myself an above average player because I have a K/D around 3.5-4 in other Call of Duty's so I hope this helped. :D

Good advice. I like the mp7 with extended and silencer a lot. I prefer the mk14 with extended mags. My favorite kill streak is assault drone (5-7-10). In ground war, domination, or kill comfirmed it is really good. Stinger is a good weapon to have unlocked right away. Good way to get points and can get blind eye pro quicker if you are into prestiging. After I get blind eye pro I rarely use stinger missiles. I can shoot aircrafts down with my primary, and I use the mp9 silenced as my secondary, which is as good as a lot of the primary weapons. So I usually don't have an issue of running out of ammo.

That being said I think MW3 is kinda boring. So repetitive. And survival mode I was first on my friends list on about 3/4's of the maps, so I had done pretty good on those. Level 34 on village, 28 arkaden, and I think 48 on the first one don't remember the name.

MP7 = best SMG in the game. I think all of the Call of Duty games are a bit repetitive but Modern Warfare 3 isn't as bad as Black Ops. I like Black Ops but everyone always camps in the same spots. In Modern Warfare 3 it's easier for me to run around without being shot by someone looking out a window or laying in a corner.

Stealth is all-powerful. You should try your ACR with a silencer, Blind Eye, Assassin and Steady Aim/Stalker/SitRep.

For me it all depends on what I am aiming to do. I prefer a run 'n' gun mentality, I can't stay still unless using a sniper rifle (and even then, it's kill someone, run away).

For any SMG, really I run the same class. Here's an example:
PP90M1 with Rapid fire (Kick proficency)
MP9
Sleight of hand
Hardline
Stalker
Assault package of UAV, Care package and Predator missile.

The 2-3-4 combination is easy as hell to get and can also help your team with consistant UAV coverage, despite Assassin being wonderful against such things. A lot of players will take Hardline above it (I should know, I'm one of those people).

For an assault rifle build, here's another more stealth based example.
SCAR with Silencer (any Proficency will work with the SCAR, though it really doesn't need kick)
MP9 with Silencer/Stinger (Best if using Blind eye)
Scavenger/Blind eye
Assassin
Stalker *Personal note: I never use any other third perk, I love stalker that much*
Support package: UAV Counter UAV Advanced UAV (Or whatever you desire really).

This class is good at medium ranged stealth support. Depending on your package set-up you can either start supporting the team at a quick pace or do a slow build up with the higher end of the spectrum!

I'm about to finish getting all of the best guns gold (save for sniper rifles), and I have 5 classes set up for my favorite guns (with the exception of the Counter-Sniper, these all typically net me 25-60 kills per game, averaging around 35), and 3 free for whatever I happen to want to screw around with. I'm very much a rusher, I play mostly Domination (have around 140 hours put into it so far) and spend most of my time flanking, so I'm ALWAYS running with Blind Eye Pro for my blue perk and Assassin Pro for my red. Yellow depends on the class. With the exception of my Counter-Sniper class, I run Support with Advanced UAV -> Stealth Bomber -> EMP (I like to keep at least one of these in my pocket at all times in case an opponent gets a Reaper, Pavelow, AC130, etc., or to protect a teammate's high-killstreak reward from being EMPed). I also always use Skorpions Akimbo as backup, the FMG9s kill faster, but the Skorpions have no kick, and I don't feel like a jackass using them.

ACR 6.8 Class. Easily the best for mid to long range encounters.
Kick with Suppressor.
Stalker Pro for yellow perk.

MP7 Class. Not the best SMG for close-quarters, but still amazing for both close to mid.
Range with Suppressor.
SitRep Pro.

P90 Class. My favorite close-quarters SMG, the PP90M1 has a faster fire rate, but I haven't noticed a difference in my ability to lay waste with either, but the P90 has a much bigger magazine, and wins out for me.
Attachments with Rapid Fire and Extended Mags.
SitRep Pro.
Note: I regularly go on 10-12 kill streaks while rushing with this before running out of ammo and being killed, so I'm contemplating changing this from Support to Specialist to make it my MOAB-hunter class.

Counter-Sniper Class, using the MK14.
Kick with Thermal Scope
Stalker Pro.
Support killstreaks with UAV -> Counter UAV

1887 Class. For when people are being jackasses and running around with the Striker. I've gotten both gold and this one is so much easier to get kills with, so long as you're skilled enough to use it.
Damage.
Steady Aim Pro. The programming with this perk actually causes the pellet spread to become smaller when you hipfire, so you have a much higher chance of getting a one-shot-kill with shotguns.

If you're curious, the list of guns I've gone through and gotten gold:

LMGs:
MK46 (amazing with Stability and suppressor)

Shotguns:
Striker (such a miserable, cheap little gun)
1887 (a pain since it has no attachments, but a beast once you unlock Range then Damage)

SMGs:
UMP (comparable to the PP90M1 and P90, but with a crappy magazine size, sadly)
PP90M1
P90
MP7 (the only gun for which I used a Prestige token)

Assault Rifles:
M4A1 (try it out if you haven't, the only assault rifle that's noticeably better is the ACR, the rest are all about even)
SCAR-L (I'm actually debating between getting the real life civilian version of this or the ACR, once I get gainful employment)
G36C
Type 95 (another miserable, cheap gun, the only reason I got it gold is for a "Piss Off" class, to respond to others using it, to say "Yup, I can be cheap too")
ACR 6.8
MK14
AK-47 (this one has a wild kick, but if you can control it, it's pretty fun)
FAD (a weird gun, but when you get used to it, it can be pretty beastly)
