Are Skyrim Wolves Weaker than Oblivion Wolves?

I have only played oblivion a few times, and I don't own it, but I know that the wolves were terrifying monsters that utterly destroyed your character. In skyrim, however(were everything is supposedly the strongest) wolves are a mild annoyance that you one hit. Is it just me being weird? Or is it the truth?

Oblivion- Enemies get stronger as you do.
Skyrim- Enemies stay at a certain strength, except for certain exceptions, such as dragons.

Oblivion I could repeatedly cast heal on my character and kill 20 people that were attacking me. (some shield that reflected like 35% damage and a hood that reflected 10%, for a total of 45% reflect damage).

If you power leveled really good in oblivion (like me haha) I just stared down a wolf and it would die while attacking me.

Yes but the wolves just seem much, much more powerful in Oblivion, since they will EAT you in Oblivion. For example:

Level One character Oblivion: Wolves easily take him down.

Level One character Skyrim: wolves are minor pests.

I'm killing them all in one hack, two hacks back when my one-handed was lower. (It's at 65 right now.)

On oblivion to power level (got this from gamefaqs and adapted to have the atronach birthsign) use the everscamp staff and kill a bunch in a certain way to power level.

On Skyrim to power level (thought of this by my self) During the tutorial they tell you to stealth attack a bear. Instead, stay a good distance away, attack the guy you are following. I think I got to level 15 before I decided I was bored. Got my one handed up to level 50+, along with other attacking types such as destruction and two handed.

If you level up conjuration right away and either make it so it costs less or wear stuff to wear it doesn't cost anything to cast then the game is a breeze. Just have atronach(s) following you around.

Not sure yet, haven't got that far. Although I do play without crafting skills and other skills being that high that tend to make the game extremely easy. NVM thought this was about werewolves... Ice wolves are strong. Regular wolves are not. I play master difficulty BTW.

Most enemies were too easy. The only reason I died a few times - the first frost troll, for example - was because they surprised me. I thought I could just hit them two times and they'd be dead, but the roles were reversed in a rare exception. Usually, my thoughts when facing wolves were "ugh, now I have to get off my horse to kill these wolves."

Skeevers are pretty much the same thing, except they're even weaker.

Well everything has got to be tough to stand a chance in Skyrim, Oblivion tried to give wolves the toughness by giving wolves a solitary strength, but in real life the danger of wolves are meant to be their ability to work in numbers, which can actually makes the one or two hit enemies a bit of a bother. They probably could have made them tougher, but perhaps play testing showed that they were too annoying if Ice wolf leveled ones attacked in groups.

Oh and they look pretty feral in comparison.
