Need skyrim build advice: Thalmor hunter.

Ok I want to make a build that is perfect for hunting down magic users (like the thalmor). So far, here's what I got.

Breton
stealth
Magika damage enchantments
usage of wards
conjuration (maybe)
Archery

What else should I have?

IMO, the perfect build for hunting down mages is a thief with a Bound Bow. In fact, the perfect build for hunting down just about anything in Skyrim is a thief with a Bound Bow.

I'd go with a Bosmer to maximize sneaking and archery potential at earlier levels. However, race doesn't matter that much because their active/passive abilities are mostly irrelevant to this build.

Focus almost exclusively on sneaking and Archery in the Perk tree.

Get the spell "Bound Bow" as soon as possible (no more need to worry about arrows) and the "Mystic Binding" perk in the Conjuration Tree to make it more powerful. Then supplement with Illusion spells: Muffle helps at lower levels, and get Quiet Casting at 50 Illusion to cast "Bound Bow" without alerting any enemies. Invisibility can be handy in a bind, but it has a high mana cost, and by the time you acquire it, you can probably sneak up on a Beholder anyway.

With this build, you can kill most of the enemies in the game without any items, and many mages will die from a single sneak attack shot.

In fat, the Bound Bow is so ridiculously powerful with its unlimited Daedric arrow count that I barely even bother crafting and enchanting a stronger bow later in game. And killing dragons is ridiculously easy with this build.

Elder Scroll games are too easy to exploit for the perfect build, if you want to break the gameplay you're going to succeed since the dev's don't really work on balancing it all that much. IMO, you're better off trying out 'fun' builds, than 'efficient' ones.

Interesting idea, builds can be super fun if you also give yourself certain rules to play by. My Vampire hunter collects all armour for Vampires and puts them in their own container as well as having some displayed like trophies, I imagine you could do something like that, keep all the armour of Thalmor you kill. Show your character's pathological hatred.

I would imagine the Atronach stone might be something used due to the magic absorbtion thing, although it lower magica regeneration, Lord Stone could be an alternative since it also gives resistance to magic. Getting Spellbreaker seems like something fitting for the character, and is heavy armour, and with the right perks you can lower damage from elemental attacks. The thought of the Dwarves being anti magic with their technology, not sure if Crossbows might be an idea there, and along those lines I think of the bonus of "Ancient Knowledge" gained from Unfathomable Depths that gives a bonus to Dwarven armour, Heavy armour usually does not help that much against magic though, unless you also aim to match that with enchanting it with resistances. Not needing to focus on increasing magic may give options of surviving more attacks.

Also make sure your character is super hostile to topics about magic. If you want to be a stealthy hunter of spellcasters, I can think of roleplaying as a Dark Brotherhood member with a special grudge, should have an enchanted hood for archery with it.
