Nintendo tonight announced Miitomo to the world.
The social game/app or whatever you want to call it, has you make Miis and communicate with Miis from your friends list (presumably from 3DS and Wii U) if they have the app.
It essentially takes the Mii greet function from StreePass (3DS) mixed with Everybody Vote's channel (Wii), is how people are currently explaining it based on the known information.

It also has IAP for those who want to buy extra content for the app.
Base app is free.

It launches worldwide in March 2016.

I don't have a cell phone, so it doesn't affect me =)
