Now let me tell you how it really works, in my experience no one wants your opinion unless they ask for it so by mustering up the courage to say something the outcome will usually make you wish you had kept quiet. I don't mean to offend you in any way but courage isn't important to me, it seems too reckless. While you may have the courage to rush into battle, if you don't have a plan (wisdom) or any advantage over the enemy (power) then you will be killed.
Well then you and I have had two entirely different experiences in life.
Your battle analogy is similar to the work analogy. If you stand up and say you have an idea and you don't have an idea at all (a plan) or you have no place to talk (power) then that's just stupid.
Going back to the battle analogy, if you have a plan and an advantage but all you do is sit at home and think about it, you'll lose.
So yeah they're all dependent upon one another, but I'd still put courage at the top because even without wisdom or power you still have a chance to win with dumb luck. You have NO chance to succeed if you don't try.
As my dad told many times in sports growing up, "you miss every single shot you don't take"
