That depends on whether it is a theocracy or a democracy with a separation of church and state. Canada is a democracy with freedom of religion guaranteed to our citizens yet our mother nation -Britain- was and to a diminished degree still is a Christian state. So as much as Christianity may abhor witchcraft, we can't legally prevent Canadian Wiccans from doing their thing.

So Saudi Arabia is justified in outlawing and persecuting non-muslims simply because it is a historically muslim country?

Both Saudi Arabia and the UK should be held to the Universal Declaration of Human Rights. They cannot cite tradition or "that's the way we have always done things" to support religious discrimination.

The only reason I can conclude on about the violence of the extremists is that it's in their blood. The Arab people are the descendants of the Mongols, who had the largest empire in history, all gained in war.
