I asked that question when I was kid..why the stereotypical Hollywood Nazi (and other criminals) always flees to South America. Elders told me that it was because those countries dont have extradition treaties with the US ( or with European countries victimized by the Nazis either apparently). You have to have extradition treaties to get fugitives extradited to you.

Why Argentina and Brazil dont have extradition treaties with us I do not know. The first international treaty ever signed was in 1300 BC between the Pharoah of Egypt and the empire of the Hittites. It was mostly about mutual military non aggression, but it also included stuff about how both kingdoms would extradite fugitives wanted in the other kingdom. So extradition treaties are nothing new.
