As I understand Halakha is partially integrated in Isreali law.
The differnce between Sharia and Halakha, is Sharia is intended to be a complete legal system. Halakha governs certain conduct.
The settlements, are under kind a proxy Jurisdiction of Israel, inside another Jurisdiction.
Israel is the only democracy in the middle east and not a theocratic dictatorship. Most jewish citizens in Israel are secular (although the religious population, like any religious population for that matter has faster growth rate). When Israel was founded in order to prevent all out war between secular and orthodox jews the prime minister of Israel signed a status-quo with them giving up on certain things like public transportation in saturday, and Kosher food to be served in public restaurants. This, however is not a law in the sense of american constitution, and is largely not abolished. Definitely not close to a Halakha state, since you have the freedom of religion or lack of thereof. Not to mention all the Muslims and christians that live in Israel with equal citizenship, free as a bird to celebrate their holidays...
However, I do believe progress needs to be made in Israel to make religion adjust to the 21th century.
