There are conservatives who are not in favor of small government. However, you are wrong about those that do favor small government. The great bulk of the GOP always favors such provisions. I think you are referring to a handful of people well outside the mainstream of the Republican party, eg Rand Paul.

The 30 or so Tea Party candidates who opposed the USAPATRIOT act may be a minority of current Republicans, but they are who gave the Republicans the majority in the house of representatives. If we continue to see the Republican leadership relying on Democratic votes to pass statist legislation like this, we'll keep seeing more incumbent Republicans losing challenges in the primaries to Tea Party candidates until the message gets across.
