Tradition. But that is just habit and custom. Important laws are enFORCEd.

When Jews had a sovereign state in the Holy Land (way back when) laws were enforced the old fashioned way -- knives, clubs, whips and dungeons. And look what happened to the man who was gathering wood on the Sabbath. He was stoned to death.
