That is for the local governments to work out, not the central government. We have some remainders of the Federal System under which the Republic was founded.

Cleaning is mostly the business of the cities and towns. Local rubbish is a local matter.

The only cleaning that the Central Government gets involved with is keeping the air, rivers and lakes clean (at least in theory).

If you bother to read the U.S. Constitution only those powers granted to the central govern are what they can exercise. All the other powers go to the States or the people thereof. In theory, the power of the Central Government is limited. In practice, they run our lives through a misinterpretation of the Interstate Commerce Clause.

Giving free condoms out and sex education To countries were there is high HIV levels and prostitution. Can Lower infected of rates of HIV population. Helping us save some money when we give out aid for HIV victims in those countries.

That is also way it is helpful give some kind of birth control.

Well sometimes in poor countries. People are too poor even to buy birth control. And their government can't help them with this.

You continue to miss the point. Just because something isn't mentioned in the constitution it doesn't mean it should not happen, and there are zillions of things governments do that are not necessarily included in a constitution. Because constitution is the fundamental law but there are other laws too.

Contraception being a key idea to improve everything AND reduce budget expenses, it is a no-brainer. Your argument is such a dumb non-sequitour today that I find it severely offensive that I had to read it twice. And seeing how you yourself so frequently love to talk about why government shouldn't or should do things you like that are not specified in the US constitution makes me wonder if you are not just trolling this time.

It's the goal of religious conservatives to make sure that women 'pay the price' for daring to have sex, whether that price is having children that they don't want or if it's having an unsafe abortion.

I can tell you, as a Mainline Protestant (Lutheran), you are absolutely right. I can really feel for moderate Muslims who feel that their faith has been highjacked by extremists, because that's exactly what the religious right is doing to Christianity today.

Well if their country's government can't afford to buy them the things that the individual is responsible for in the first place I can't see why the United States government should.

I never said the government was obliged to give out free contraception. I just said that it was in the government's best interests to give out free contraception.
