When it comes to war and a nation is attacking another it is possible by far more civilian casualties will happen if the nation being attacked just let the country invade and attack. If America was to just simply not fight back by far more civilians would die not only the American civilians and allies but the civilians of the attacking country as well by the hostile enforcers as well as further persecution torture etc. Also if a nation like America or an allied nation was to be attacked as well there is possibility of civilian casualties on the home front.

Depends who you believe. The US and Pakistan are in a stand-off over the attacks right now. The US says that Pakistan is exaggerating the deaths for political purposes. I'd say there are certainly some civilian casualties, and most studies have found that, but if someone doesnt trust the US government the Pakistani government shouldnt rate much trust either.
