I think your current "problem" is lethal injections running out because European countries are refusing to supply the necessary chemicals.
The same restrictions are likely to apply if American states start ordering massive quantities of barbiturates. People probably won't be stupid enough to authorise it.
Just for the information of anyone reading, those countries practice euthanasia, not capital punishment.

I am sure that the Americans are capable of producing their own anaesthetics.
Perhaps large quantities of Morfine to induce coma. Morfine is available everywhere.
With the inmate drugged to sleep, they can execute with whatever means available. Electricity, firing squad etc. The inmate just needs to be drugged unconscious.
How hard can it be?
It's not that I endorse the Capital Punishment, I just think that the "next best solution" would be to make it more humane.
Let the inmate choose wether or not to be rendered unconscious. That way, there's no needs for strapping the inmate to a table.
Only in cases of mentally incompetent inmate, should the inmate be forced to be rendered unconscious, for his own sake only, to keep the inmate from unneccessary suffering.
