He was being arrested on suspicion of robbery. He resisted arrest, was tasered, and tried to take a policeman's gun. He posed an immediate and imminent threat to the police and to the innocent bystanders. The police took action, shot the suspect, and he died.
According to most sources I've read, he was tasered prior to the start of the video, when he's swinging at the cops. There's an argument to be had on whether or not the amount of force used was necessary, but it seems clear that once engaged by law enforcement he was combative to say the least.
It's hard to make out exactly what happens in the video, but despite being tasered he is clearly not subdued and seems to be grabbing at the hip of the cop on the left who struggles to disengage from him.
It's an unfortunate waste of human life, but this was not an execution, "sumarilly[sic]" or otherwise.
