I don't hear the term much anymore. It used to be used by the middle-class and richer types as I live in a county that is more well-to-do. The people that don't conform to the rules of a "higher society" get thrown into this category - party people (make a lot of noise), bikers (motorcycles), people who don't keep up their property - think of a neighbor that you would just hate to live next to and that's your "white trash". Of course, they have to be white. Reminds me of my next door neighbor - the Biatch. She would fall under this term.
I believe the term had to be started by white people as a really big put down to other white people for not acting appropriately.

I'm from the South. I guess we aren't as PC as other people. I can't think of a time when mentioning someone's race was considered racist.

My take on the term white trash is that white is part of it because there are other slurs for people of other ethnic groups. I also don't understand why anyone would find white trash more offensive than simply trash.
