It's sound public policy that has been shown to save lives. As long as there is an opt-out option, I see no problem with it not being the 'default' option. I would see serious ethical and sociopolitical problems with forcing everyone to opt in, but that's not what this is.

Yes that is what I said. The book isn't intended to be too realistic, it has many holes in respect to medical science. It is just an interesting scenario. It really about these characters and their feeling and the public position on the donors in this alternative history.
