Like how the Village People presented themselves, the song is about homosexual role playing. You see the gay theme with their other works such as “Y.M.C.A.” (popular hookup locations for homosexual men back in the 70s) and “San Francisco(You’ve Got Me) referencing the famously LBGQT friendly city then and now.
