Whoever it is, it’s probably just to get the USA in DEEP trouble to hand off to Biden to have to deal with.. which means he could even go try to start a war with China.

There are several reasons to be concerned:
1) In general, the Trump administration has had a very unusually high turnover in the top ranks of various parts of the executive branch, especially in both the Defense department and the Justice department.
2) Trump is noted for unusually intense demands for personal loyalty. See, for example:

3) Trump has recently stepped up his efforts to re-shape the entire federal government to echo his personal views at the expense of expertise. ("The president’s executive order sweeps aside 140 years of federal policy promoting professional expertise.")
4) The specific person whom Trump picked to become "become the top policy official at the Pentagon" is a highly controversial individual who, earlier, was rejected, even by the Republican-dominated Senate. According to the CNN article:
Retired Army Brig. Gen. Anthony Tata has formally withdrawn his nomination to be the Defense Department undersecretary of defense for policy and has been designated "the official Performing the Duties of the Deputy Undersecretary of Defense for Policy reporting to the Acting Undersecretary of Defense for Policy Dr. James Anderson," a Pentagon spokesperson said in a statement.
When the nomination hearing for Tata was canceled Thursday, President Donald Trump told aides the plan was to put him in a position he could have without a confirmation hearing, according to a source familiar with the discussions. The role he'll be in now is essentially the deputy of the role he had been nominated for.
5) More generally, due to all of the above, plus Trump's apparent determination to stay in office no matter what, there is reason to be concerned about the possibility that Trump is trying to become a dictator. Hopefully he won't succeed, but there is reason to be concerned.

Any possibility you could elaborate: I thought that elections (and hence related change of President) only occurred every 4 years in the U.S.A., so that would be an annomolous year for a presidential change (with associated concerns the new president would be leading the U.S.A. into new wars), given that this is what is under discussion.
Some reference material (news articles showing where there were concerns that the new\potential new President of the U.S.A. was likely to cause new wars to start, for example) would certainly help with confirmation of your claim...

There's 70 million Americans who need to do some soul searching that they would put their trust in a madman.
There is one thing to consider. Donald Trump, being not a veteran, seems to be operating under the assumption that all military people will blindly follow their leaders, no matter what.
This assumption is invalid.
Military members will blindly follow their leaders when:
1. There is no other option (We already have Joseph Biden).
2. The leader is a military hero (Donald Trump is a draft-dodger).
3. The enemy is already on the run (We are not the enemy, and we are staying put).
4. The war is over and everybody is going home (The Second Civil War has not even started).
5. The leader is in the hearse at the head of the procession (Not likely, and not any time soon).
Replacing the defense officials with people loyal to Mr. Trump will only serve to further alienate the real military members and veterans, especially the Chiefs of Staff.
Let Mr. Trump try to enact Martial Law. Then we can all watch the military stage a coup and install Mr. Biden as the lawfully-elected president instead.
Only 70 more days until Mr. Biden is sworn in anyway, so if Mr. Trump is going to do something stupid, then he had better do it soon.
I mean, something even more stupid than anything he has already done so far.
