Michigan "at a loss" to explain why 174,384 absentee ballots cannot be tied to a registered voter in Wayne County.
The brief itself actually says "there is no way to associate the voter who used a particular application with his or her ballot after it is voted” -- not that Michigan is at a loss to explain why.
Of course they can't be tied to a registered voter. We have a tradition of secret ballots. That's why absentee/mail-in ballots are sent in double envelopes, with the signature outside the inner envelope.
There would be evidence of fraud if, for example, the total number of mail-in ballots were significantly greater than or less than the total number of signatures, or if someone were caught on videotape throwing out some ballots and replacing them with other ballots.
But an inability to know which ballot came from whom proves nothing. That's how the system is supposed to work.
