Could be, and those kinds of attires are fine if the ones wearing them are fine with them. However, it's also possible that they simply stay quiet and tolerate those outfits in order to not endanger their careers.

The resignation of Maddy Groves from Australian olympic swimming team suggest there are girls who aren't comfortable with the attire or the public gaze from males.
However, there seems to be a "Anna Kournikova" effect where most of these girls profit from wearing skimpy outfits much more than anything they earn from the sport. Sponsorship/endorsement is a gateway to modelling.
