Oh okay, but people are choosing not to get vaccinated, how is the government proloning lifting restrictions going to help? Are they hoping the restrictions will cause those people to change their mind?
In many ways, yes. With restrictions in BC, you can't go into a restaurant or gym or concert/event etc without a valid vaccine pass. So more and more people are getting vaccinated so they can freely move about in society vs. be shut out from going places.
Also, over time the hope is that more people who are hesitant pay attention to the stats and realize that being vaccinated is straight up better for their own personal health vs. taking their chances unvaccinated and will make the smart choice to get vaccinated.
Obviously some people will dig in their heals and tell everyone to F off, they're never getting vaccinated - for whatever their reason is. (Typically influenced by some sort of media propaganda or another.) But until we hit a wall where no one else is coming forward to get vaccinated and the only ones unvaccinated are going to remain that way, we can't just stop encouraging people to get vaccinated. Eventually it'll get to a point where everyone who's going to get vaccinated will have done so and the rest will stubbornly take their chances. We're not there yet, though.

Oh okay, but why aren't we at that point yet? It seems that everyone who is getting vaccinated has done so and there are only the stubborn people left. Why aren't we there yet, unless I am missing something?
You are missing the fact that there are still people registering to get their first shots.. so we're not at a point yet where everyone who's going to make the choice to get vaccinated has done so yet.

Oh I haven't heard of this where I am in Canada, but I guess it's for non-vaccinated people? But also, why doesn't the government just speed up getting more people vaccinated and actually force them. What if they just send the authorities, to these people's houses, and bring guns, batons, restraints, and the vaccine, and tell them they are getting vaccinated, whether they like it or not, and by physical force if necessary, and it can be the easy way the hard way. Would this just cost too much?
I know it sounds cruel, but covid is not something the government can truly beat with one hand tied around their b%$#s.
Yeah, it would cost them their ability to govern. No one in a democracy wants to be forced to take an injection by gunpoint. It would create chaos and enable their political opponents to get elected instead.

If this is what they choose to believe though, why does the government think they will come around later?
Because there's more and more evidence available that the vaccines work and the unvaccinated are the ones getting sick and dying so they may begin to accept reality ?

What they don’t want is tons of people dying and people getting angry or fearful about that. And they don’t want to crush our healthcare system and it’s stressed out employees. Governments don’t WANT to keep up with mitigation measures any longer than they have to. As soon as science says the smart move is to just open up, then we’ll do that. But we’re not Florida or South Dakota and we actually have politicians and citizens that don’t want to see the death toll skyrocketin exchange for dollars, so they’re doing whatever public health advisors says is our best next move.
