I sympathize with this, it's frustrating to me whether or not I'm dealing with it or just seeing it occur in other people's arguments. It's frustrating even when it's someone you largely agree with because the tactic itself isn't honest.
That doesn't mean there aren't topics where focusing on a small detail means missing the bigger picture and eventually someone will have to 'zoom out' so to speak, but that tends to play out differently from when goal posts are intentionally moved to where the other party believes they'll have a better chance of scoring points.
