Fair point. I didn't word it very clearly. By "they tried that" I meant "that happened." I doubt that the Chinese gov deliberately used it as a euthanasia tool.

The idea that the release was deliberate is what I'm calling into question. It'd be like blowing your own foot off with a shotgun and hoping your ops get hurt by the shot too.

Absolutely. Leaders can be pretty stupid at times, but not THAT stupid.
