The more militants that are targetted the more that sign up to replace them, some outsider is never going to be seen as the peoples saviour. Imagine if USA was to be attacked its military forces annihilated, the general population would do anything and everything to protect the United States. The same is true for these "village states" within Iran, Afganistan, Pakistan and the others in the area.
The people there have no national loyalty, thiers is to thier village, tribe, or province. Even the Government is seen as transgressors, so in turn the Government labels these people at militants or even terrorists. You could easily see why they are such good places for recruitment to terrorist organisations though. I mean you would definately be more likely to listen to such people if someone just sent a missile through your bedroom window, or blew up your hospital or school.
