HHS Sec. Tom Price says Trump-care will make health-care cheaper, so more people can afford to buy coverage.
What about those people who are so low income that they can't afford to buy any kind of health insurance? How will they be covered? Or are they acceptable losses?
This is what is talked about now ....
1. The very, very poor get Medicaid, until it's phased out in 2020. However, it's "grandfathered in" for existing ACA-Medicaid-expansion participants *if they don't lapse in coverage*. As soon as they lapse in coverage, then their out on their keister.
After 2020, people have to look elsewhere.
Additionally, there will be
home equity means-testing on these so-called "very, very poor" to check not only their income, but also their assets.
2. The very poor get "tax credits".
It will work like the ACA subsidy, the payment will be sent to the insurance company, and you will report it on your taxes.
However, here's the interesting part.
It won't be a subsidy, rather it will function like a pre-tax refund.
For the very poor, who don't pay much federal taxes, this will come right out of their tax refund.
That means the very poor will be required to have "skin in the game" now.
