Another good question! So many people misunderstand this difference. Because of U.S. Supreme Court opinions about several Second Amendment cases since the 1920s, the idea was developed that private ownership of firearms includes only those firearms that have historically and traditionally been used by military service members and law-enforcement officers. Such firearms are considered "discriminate" weapons because they are intended to stop threats by identified perpetrators and no one else. Nuclear/biological/chemical weapons, among others, are considered indiscriminate because their use would affect individuals other than the perpetrator of violence.
So, the idea of protecting the private ownership of firearms has been limited to discriminate weapons, not indiscriminate weapons.

Not at all.
"Promote the general welfare" means to do certain things that helps the country and the citizens as a whole. Such as building roads. Or improving public safety. It does not mean to hand out money to individuals.
Handing out money to individuals improves the public safety because it means those individuals do not need to resort to crime to survive.
Yes, if those individuals are citizens of the jurisdiction that is handing out the money, and have qualified receiving such money by having contributed to it for, say, 10 years or more like U.S. laws require.

What if a bunch of people started rallying around saying they didn't think free speech was a good idea. They got so worked up over this idea they decided to launch a protest against free speech. We would let have them have their free speech of course but nothing would come of it.
Free speech and empathy are two entirely different topics. Concepts and theories do not promote peace. They are abstract ideas with no feelings involved.
Free speech has limits even in the US. When you start discriminating against some things you can say and some you can't, you either have to take one side or the other. Personally, I take the side of tempered free speech. I don't think free speech should be used to incite violence. I think maybe we need to get our asses out of heads and listen to what the terrorists are saying to try to understand the enemy better.
